For municipal utilities and energy suppliers

Heat is getting greener. Time for your own biomethane portfolio.

The German Building Modernisation Act (GModG) brings two obligations for gas retail: the bio-step for newly installed gas heating systems and the green gas quota for volumes supplied to households. Today, both can be met mainly with biomethane. We support energy suppliers from planning to proof.

Legislative status

One law in force, one in preparation.

  1. 01

    Building Modernisation Act (GModG)

In force since 29 July 2026. The 65 per cent rule of the previous Buildings Energy Act no longer applies. It is replaced by the bio-step (Section 43) and a mandate for the federal government to legislate a green gas quota (Section 42a).

  2. 02

Key points for the green gas quota

In October 2026 the Federal Ministry for Economic Affairs and Energy presented key points for a green gas and green heating oil quota. The draft bill is due by 1 December 2026. Details may still change.

  3. 03

    Target 2045

Heating fuels are to be fully climate-neutral from 2045. The bio-step and the green gas quota are the two paths to get there.

Bio-step under Section 43 GModG

New gas heating systems need a rising bio share.

  1. 10 %from 2029
  2. 15 %from 2030
  3. 30 %from 2035
  4. 60 %from 2040
  5. 100 %Target 2045

Applies to gas, oil and LPG heating systems installed since 29 July 2026. Eligible are biomethane, biogenic LPG, bio heating oil and hydrogen. The obligation lies with the building owner and is met through the supplier’s gas product.

Green gas quota, ministry key points

Suppliers place green gases on the market from 2028.

  1. 1 %, 2028
  2. 2 %, 2029
  3. 5 %, 2030
  4. 10 %, 2032
  5. 20 %, 2035
  6. 50 %, 2040
  7. 100 %, 2045

Status: key points of October 2026. The obligation lies with those placing gas on the market. According to the key points only volumes supplied to households count; industry, commerce, transport and power and district heating generation are excluded. Flexible compliance is planned, including making up shortfalls in the following year.

What to do now

Five steps to 2028.

  1. 01

    Determine volumes

Record quota-relevant household volumes and customers with newly installed gas heating separately, and project them to 2030.

  2. 02

    Plan procurement

Derive the biomethane requirement and set a sourcing strategy: terms, volume structure, origin and price hedging.

  3. 03

Prepare balancing group and market communication

Biomethane balancing group, entry and exit contracts, AS4 and EDIFACT market communication.

  4. 04

    Set up proof of origin

Booking in the national biogas register, mass balance and traceable allocation of volumes to customers and billing periods.

  5. 05

    Design products

Tariffs with a defined bio share for customers under the bio-step, including the cost split between tenants and landlords.
