Market segment

Biomethane in the building sector.

Under the German Building Modernisation Act, biomethane becomes an important fuel for gas heating. The bio-step applies to newly installed systems, the planned green gas quota to gas volumes supplied to households. Suppliers need volumes, balancing and robust proof of origin.

Context

Two obligations, one fuel.

The Building Modernisation Act has applied since 29 July 2026. The 65 per cent rule no longer exists. Anyone installing a gas, oil or LPG heating system since then must use a rising share of climate-friendly fuels from 2029: 10 per cent from 2029, 15 per cent from 2030, 30 per cent from 2035 and 60 per cent from 2040. The obligation lies with the owner and is met through the supplier’s gas product.

For existing systems a green gas quota is planned. It is aimed at those placing gas on the market and, according to the ministry’s key points, starts at 1 per cent in 2028 and rises to 100 per cent by 2045. Only volumes supplied to households count. The draft bill is due by 1 December 2026.

The operational challenge is allocation: which volume belongs to which customer, building and billing period, and how is that evidenced to third parties? We build and run this proof of origin for suppliers, from procurement to customer-level allocation.

What matters

The operational points.

  1. 01

    Bio-step

Gas products with a defined bio share for customers with newly installed heating, matched to the steps from 2029.

  2. 02

    Green gas quota

Determining quota-relevant household volumes and planning compliance from 2028.

  3. 03

    Customer-level allocation

Traceable allocation of volumes to contracts, buildings and billing periods.

  4. 04

    Separation from emissions trading

Clean separation between building sector compliance and relief under nEHS or ETS 2.
