GModG in force: the bio-step applies, the green gas quota is to follow.

The Building Modernisation Act has applied since 29 July 2026. The 65 percent rule has been dropped and replaced by the bio-step for new heating systems and a planned green gas quota for the existing stock.

What has changed

  • Bio-step: anyone who installs a new gas, oil or LPG heating system since entry into force must use a rising share of climate-friendly fuels from 2029: 10 percent from 2029, 15 percent from 2030, 30 percent from 2035 and 60 percent from 2040.
  • The owner is obligated. The obligation is met through the supplier’s gas product.
  • Green gas quota: for the existing stock, a quota for gas suppliers is planned that covers only volumes supplied to household customers. According to the key points, it is to start at 1 percent in 2028 and rise to 100 percent by 2045.

What is still open

The draft bill for the green gas quota is due by 1 December 2026. Until then, the form of evidence, crediting, penalties and the relationship to the bio-step are not finally settled. In particular, it is open whether and how the green gas quota can be credited against the bio-step. The quota values so far only come from the economics ministry’s key points.

What suppliers should do now

  • Prepare gas products with a defined bio share for customers with newly installed heating systems.
  • Determine the household volumes subject to the quota and plan compliance from 2028.
  • Set up procurement and the balancing group so that volumes can be allocated per customer.
  • Choose systems that can be adapted to the final requirements.
